The behavior is akin to the inverse of pedophilia, and a case could be made for inverse causality and ritual reaffirmation of social causation.
But the hairless preference comes from multiple sources of causation internationally, and is too widespread and diverse to be associated with pedophilia.
Preference for either large or small breasts has been directly linked to both genetic groups as well as cultural impetus, and can be paralleled with proclivity/preference to body fat.
There are also certain cultures who identify small breasts with spiritual status as opposed to large breasts indicating fertility/domesticity.
Pedophilia, however, is a psychological proclivity precipitated by specific meme triggers in specific cultures that resonate strongly in specific genetic origins that are (frustratingly) easy to trace on one side, and impossible to trace on the other, and is tied closely into racism issues.
So, one of the reasons for the vehemence of reactions against pedophiles is much akin to smacking a match out of a child's hand that is sitting in gasoline before it burns the house down... it might *seem* effectively preventive, but it suffers the risk of triggering the same "burning house" phenom it attempts to pre-empt.
Essentially it is an ancient protective measure against sadness that dates back to the Ice Age, when the loss of a child could lead to clan wide depression, which under those chill conditions was lethal (and it's not too difficult to imagine how difficult it was developing it in the first place)

It's a male sexual differentiation trait that heterosexual men have no biological reason to find attractive.
As for flat chests and overall voluptuousness, that's simply just different reproductive behavior tied to resource availability.
Men with less resources favor promiscuity and more voluptuous women, men with more resources favor less voluptuous women and more monogamous reproductive behavior.
Not everyone can have all the resources or the best genetics, if evolution didn't compromise and promote different reproductive behaviors, then survival potential of living species would suck dick.

As far as I know, all body hair, including female pubic hair, is sensitive to testosterone. In fact, there is zero physiological difference between women and men in their capacity to grow body hair, it is a process that is entirely controlled by androgenic hormones and independent from the biologically assigned sex. And as for women and their libido, women are generally unresponsive to testosterone treatments for low sex drive. Female sex drive is far more complicated than male sex drive, and it correlates more strongly with environmental factors. Which should come as no surprise to anyone who has already attempted to sweep a girl off her feet. If there is any influence of hormones in the female libido, I would argue that it is simply a byproduct of the biological sex of humans not being entirely clear cut. After all, being the ones who are limited by the ability to get pregnant, promiscuous behavior makes little to no sense for women, from an evolutionary perspective (except for fringe purposes such as preventing infanticide by reproducing with multiple mates who then cannot distinguish their offspring from the offspring of others).
FYI, a pedophile is someone who is attracted to pre-pubescent children. Some of the comments on here make reference to guys who like to look at girls who are simply under 18. While it may be a little creepy when a 50 year old man is checking out a 16-year old who is rocking that bikini at the beach, it is not factually correct to call that man a pedophile. Now, if he were finding a 7-year old sexually attractive, then he would be a pedophile.

As for the pubic area, I have shaved, trimmed, sculpted, and let the wild bush grow. Men don't seem to care which it is -- if they get to find out the status of my pubic hair, they aren't really that worried over it's actual status. What other women do with their pubes? The closest explanation to why guys who like small tits being pedophilic is obviously puberty (in general) brings tits along with physical maturity.

Personal view of what's attractive is less hair, and a healthy range of breast sizes. I think in the US there's a marketed image that has influenced "expectations" of what's attractive. But it's not unhealthy to have a personal preference that is perceived to be youthful until it requires someone to be underage.
Both my fiance and I prefer a hairless me (meanwhile, he's an absolute bear loll). Better for personal hygiene, smooth to the touch, and takes just a few minutes (God bless Chinese genes~). They're also associated with an overall thin body, which may be the man's preference.
