If it was painful, then no. If not painful, then it would be fine. I wouldn't want her boobs spilling out in the wrong place though. Different venues and events would be more appropriate. A nice presentation is always a good thing, especially if one feels good about it. I hate fake boobs by the way.
Push up bras are not painful lol It just has padding that pushes the boobs up and makes them appear bigger. The only sad thing is when I take them off and realize I have tiny boobs lol with the Bra on they look perfect size!
Just a random fyi they hurt on big boobs because they stretch them up but not on smaller boobs. Sorry to threadjack. Flies away.
I think pushing them would be stretching them, which would hurt, no? The best thing about small boobs is the fact they are usually really perky. If there was a risk of poor support and saggy boobs, that wouldn't be as fun. I would only say this if asked, however.
I would appreciate it if she wore the push-up but I'd still be satisfied if she chose not to.

I'll use me and my wife as an example. She has a couple of push-up bras and she wears them with a few dresses I like, to show me some cleavage while we are on dates. I don't like push up bras because it's kind of like false advertising. Also, small perky boobs are very attractive to me so I don't think there's a need for push up bras
It's fine either way. There's nothing wrong with having small breasts, but if wearing a p/u bra made her feel sexy then she should wear it if she wants to.
I would recognize that she might want to have more or less cleavage depending on what she is wearing eg a dress with more decolletage. So I wouldn't over rule her on how she looks in public.
Around the home I'd rather no push up and better still a sports bra or a supporting lycra top. Better still no bra but girls worry about gravity so I would just encourage.

I actually prefer the smaller to medium cup sizes. Kind of a let down to see them pushed up.
