Yes. The clitoris is the female homologue of the penis. Most of the clitoris is inside the body.

When a woman is sexually aroused, blood rushes to the clitoris (similar to how blood rushes to the penis) and makes it "erect". It is not AS visible because most of the clit is internal, but it is still pretty damn visible. Never heard it could be painful and I find that weird, but I remember hearing that clitoris got a sort of erection. Basically clitoris grows a bit bigger when the woman is excited... but it's almost not noticeable, and again never heard that could be painful... I've never felt hurt due to beign excited in my life.

If they have a clitoris that resembles a small penis when aroused then yes they can.

Yes, women get something similar to an erection. The clitoral crura form a v over the vaginal walls and engorge with blood much the same as the corpus cavernosa do in the penis.
