I think the reason why men send such pictures or want to send such pictures is to get a favorable response from the woman, specifically her admiring, complimenting, or getting turned on by the picture. In this case, the woman’s positive feeling or response is THE goal for the man sending the picture. I don’t think men necessarily want to receive a sexual picture from the woman, but it most likely will not be looked down upon. I think men send these pictures so that they can feel desirable to the woman of their interest, specifically wanting her to feel turned or interested.

When a guy sends me an unwanted dick pic, I tell him he's a little too small for me and that his doesn't even compare to my last ex and that I prefer a man with bigger balls. (and with that, I have never had an issue with the same guy sending another one LOL)

If we're talking about unsolicited pics then no. Usually these types of guys are only out there expose themselves. All they want is to know that you saw it, whether you liked it or not. In most cases they probably even prefer a negative response. They want to shock you. That's how sexual harrassment usually works.
