Why does this guy stare at me intensely without smiling? Whh does he behave this way?

There is this guy. We are not friends but we know each other. Every time when I meet alone with him in the hallway at the university he stares very intensely at me without smiling. And when he stares at me in this way it feels like we are the only people in the room. It is a weird feeling. Once I was sending a message on my phone and when I looked up I saw him. He is on my right and he was staring at me without smiling and even his head was turned in my direction. I admit I was a little startled when I saw him cause the first thing I saw were his eyes and he had a very intense stare so in that moment I stopped walking and looked up at him cause he is taller and told him “ hi “ and he didn’t greet me back. He just kept staring at me in that way. And we stared at each other for a few seconds until I looked away cause it was really intense. It felt as if he could see in my soul and as if we were the only people in the room. It was a weird moment. And after that I left since I realized that he is not going to greet me back. Another time he was talking with some of his friends and when he heard my voice he turned around and started to stare at me intensely without smiling. His body and head was moving after me. He was watching my every move. And there were other people that he knew and he didn’t stop talking or laughing. And then I went to greet him and he kept staring at me for a while until he answered. And then he continued to stare until I started to talk to one of our friends. I realized that with my friends he behaves normal and doesn’t stare at them in that way. Why does this guy behave in this way with me?

Sounds creepy. As you were brave enough to say hi, I'd say hi again (the next time he stares) and if he doesn't answer, I'd say: "What's your problem! Why do you keep staring at me? Don't you know that's rude! Weren't you ever taught any manners?" Things like that.

If he answers, I'd still ask him why does he stare at you so often.

It is possible he's just trying to dominate you from afar in hopes that you'll come to him and potentially submit. Are you submissive sexually?

That guy definitely has women tied up in his basement... Or will in the future.
