It may be true but you do not make such comments to a person who likely is bothered by it. It's just like a lady say, "You have a small dick" as that clearly is not a compliment.

A lady with a flat chest can still be pleasured just as much as a large chested woman. She might not be able to do the same things as a large chested woman but the same is true with a man with a small penis as there will be certain things hard for him to do that a man with a large penis can.

Girls know their own size. They do not need someone to tell them. Those who feel the need to say things like that are being mean. Even if she is extremely small, there is no need to tell her.
By the way, I like small. Some of the sexiest women have breasts that are almost flat. So I will enjoy the view, and if lucky enough to touch, I would love that. I can tell her I love the size and look, but still no need to tell her they are flat (or small). She knows.

It doesn't make any sense. Even women with small boobs aren't flat-chested. I'm a 28C which is equivalent in size to a 32A, and my boobs are the size of oranges. Would you say an orange is flat?
Even if a woman's boobs are the size of lemons. Are lemons flat?

Of course. Calling a woman "flat-chested" is definitely an insult. There are much more polite ways to say that a woman's breasts are small. You could simply say, "Your breasts are smaller than average." When people say "flat-chested," it's almost always used to demean the woman.

I said no, but everything is contextual. If you say it and she takes it as an insult, make sure to explain to her it was not meant as one and most importantly apologize.

1. The term flat-chested is grossly misused. Most girls who are called "flat chested" have small boobs but they are not flat chested.

2. I prefer petite girls who have small boobs and small butts so, in my mind, telling a girl she has small boobs is not an insult. I think such girls are very attractive.

3. I recognize that many girls with small boobs are very self-conscious about their size, so I would never taunt or tease a girl about having small boobs.
