Under 18 and before you are married. These days before the age of 16 is too early ONLY because so many are not taking it seriously and can't handle the responsibility without petty breakups.

Putting legal issues aside the simple answer is before your physically and mentally ready. There are plenty of people well past the legal age who aren't mentally mature enough for sex.

So why does God give women their first period when they are 14?

Indigenous tribes still marry when a woman is 14 years old, with elder approval, and they have lowest per-capita rate of rape and murder in the world.

Until a few generations ago, westerners married when the woman was 14 to 16 years old, and boys became "Men" when they were 12 years old, and had adult responsibilities and adult jobs at 12 years old... for example, my Grandfather dropped out of school in the 6th grade, at 11 years old, to work full time as a Lumberjack, which he had that job for five years... he later fought in the Korean War, and later became an off-shore mechanic for the Penrod oil company and retired at the age of 50.

Too early? That would be 13 years of age. There is no problem in dating, you can date at any age but then you shouldn't have sex until you are 18, because not only it will be morally wrong to do so but it is also illegal ( in most countries) to have sex or engage in sexual activities before 18.

I think there are two answers, firstly obviously not younger than the age of consent whatever age that is depending the country. But the other depends on the individual themselves. I totally agree with you that below 17 is too young. If the person is 18 and quite mature for their age then yes absolutely. I was much much older when i lost mine, but i do know that when i was under 18 there would have been no way that i was ready.
