i do a pretty good job of not staring but sometimes its unavoidable and you won't realize your doing it until your realize your doing it. Id never want to come off as a perv or creeper to any one.

It's instinctual, I don't think about it. I used to get embarrassed if I got caught, and didn't want to offend women by doing it, but I just don't care anymore. Don't put it on display and complain if a man that you don't find attractive looks. Though yes, some men are very blunt about this. There was actually a study that found that men who stared more at women's breasts were more confident in their interactions with women and had a greater number of sexual partners on average. So this 'creepy behavior doesn't seem to harm men's dating prospects that much. Though this is likely caused by more desirable men being bolder (and allowed to be by women) in their interactions with the opposite sex.
