There's controversy about whether penis pumps accomplish anything. One argument is simply no and another says they recover unused blood sinuses in the penis.
I purchased a bath mate. I found it clumsy and difficult to use. It involves making a seal against the groin and drawing a vacuum with a spring loaded bellows. In a perfect world, they work but they lose vacuum and require "reloading". Its also difficult to draw the precise vacuum you want. I do not recommend them at all.
I later bought one of this type.

It is powered by a rechargeable on board battery. With practice, I was able to able make a good seal and precisely draw a vacuum that did "inflate" my penis to its full erected condition without arousal. I then pulled a little harder to a slight ache, which is where these will do whatever good they can. Due mostly to privacy issues, I don't use it often enough to gauge results. My guess is that sustained use COULD be a little helpful. But here's something.
I am an extreme grower. Flaccid, I am as short as 2". Fully pulled, I am about 6. The use I could have for this device is if I were sleeping around and wanted to not look comical out of the shower, as in "pre-erecting" my penis without masturbating.
If he decided to try one of these, tell him not to bother with one with a "vagina" receiver. Trying to masturbate with one will break vacuum and take far too long to recover.

There is some evidence that they work, but you also risk injury to the blood vessels if it is overdone.
I'd advise him to be very careful and fully follow the instructions if he wants to pursue this course of action.

Some men have reported permanent impotence from penis enlargement techniques, so do tell him to be careful.

I haven't used then personally as my size is more than adequate and making it larger would likely be detrimental, but I have spoken to other men online who have had success with the device you mentioned.
And a quick google search will show that there are whole forums dedicated to reviews of these products, recommended routines, and testimonies.

Pretty sure none of those things work. But what they can do is break your damn penis and harm the tendons and even cause impotents if you use it wrong. Really doesn't seem the risk, the best they do is cause you to have a long lasting semi erection which is why strippers and nude models use them before a show.

It takes time, and its purely temporary from my experience. I never really gained length, but I'm normally 5.5 inches around, after a while it got up to 7 around, but it was really squishy. I never tried to use it that way, but I have a feeling it would difficult. It really felt weird the next day when it went back to normal, so I quit using it. It was fun for that time though.
