Yeah, I would suspect something is not clicking right. If he/she explained it in a far different way without been explicit, just speaking in general like: "the youth in these days develop faster than youths of prior generations", then I wouldn't give in to any second thought.
If it's someone older who ALWAYS talks about it, it doesn't matter how he/she sugar coat it. The frequency of his/her statements would be alarming.
It depends on what they Mean. My best friend has a 13 year old daughter.. And I have known her since she was a baby.. I'm always astonished ad how much she has grown up.. It makes me feel incredibly old.

Calling a kid mature is different then saying their boobs and butt is growing. If they’re commenting on their privates there’s definitely a problem.
It doesn't matter if they are not explicit. A high frequency of that topic from the same person would put me on guard.

That's not going to be out of our mind even if we're not going to say it. We can look but we can control but that instinct has biologically hardwired in us. Of course we have to include morality though. That's just one of those animal things we do.
