There is a range between flaccid and erect. Sex is virtually impossible with a flaccid penis (though it may be possible to cram the head in no thrusting is possible). But somewhere less than fully erect can probably sort of have sex though falling out is much more of a problem. Condom use is also challenging. I think I’ve read this is a real challenge trying to get old people in retirement homes to use them with new partners - condoms tend to be easiest with rock hard erections that stay hard without stimulation while putting on and can be difficult for elderly people to use.
