i was walking past this upper class bar but it’s like downstairs and has a high window where you can see people passing by. I was wearing a skirt and tights and I noticed this older man looking at my upper leg area shocked, I realised he could probably see up my skirt and probably see the fact that my tights are ripped at the crotch area only bc i had a fall earlier that day but.. he looked surprised then went red with his mouth open and paused then went back to his conversation with what looked like his wife... should I feel humiliated

Nah, it was an accident. And it probably made his day. I actually envy this power that women have when they are seen vulnerable like this. Just go with it. Have some fun even. Tomorrow go by that same bar in a shorter skirt, except this time intentionally dont wear any leggings or. panties and even pause to send a text as you pass to give a few more seconds of viewing time. Then when you catch them looking just smile and walk away.

I wouldn't think you should feel humiliated. Think of it as unintentionally giving him a cheap thrill, he liked what he saw, he didn't touch you without permission, and you hadn't been intending it. Basically you may have made his day or year and it shouldn't be a bother to you, especially if it was a random stranger that you will probably never see again.
