I'm standing for election and my policy is everyone should be given a few sex vouchers. Should you want sex you simply hand them to the person of your choice who accepts them, has sex with you, then exchanges them for cash off the government. You wouldn't be able to refuse to take a voucher.
I believe this would make society a healthier, happier more productive one.
