Sexual maturity starts around age 12. Although Americans think we have a liberal view about sex it is very conservative. You have to remember that we have laws to protect those that might not be able to protect themselves. What’s right or wrong is not for us to say but thanks to Christianity we feel the need to judge and force our beliefs onto other cultures.
We forget, and sometimes ignore, the fact that what feels good is often taboo when really it’s just biologically programmed into human nature. Age is just a number and like many things some people that 16 are mature enough to drive and some never mature enough to make rational decisions. So let’s not judge other based only on our own cultural biases.

It's not legal for a US or AFAIK most European citizens to travel to a foreign country to have sex with minors. I think for a US citizen the penalties are pretty severe, and I expect it's the same for Europe, Canada, Australia, New Zealand. But that's just out of my head, I'm not sure about any countries other than the US. If you were sure they were doing this you could contact law enforcement and ask them.
