Isn't it already? But in cases like incest i do think its better to adapt the wording of the legislation to a no intercourse ban rather than a no sex ban. Its banned because of genetic issues and pregnancy risk. If the person is infertile or no intercourse is performed i don't see the issue, given the only reason for it to be banned would be eliminated.

however sometimes one or more people involved. do not give consent or withdraw consent. before or during the sexual interaction. also if they are impaired they can not give full consent by law.

The act of having sex is not illegal, the act is considered indecent because it is in public. It’s illegal to take money for sex unless it’s recorded. Because then you aren’t paying for “sex” which is put in place to protect women from being trafficked and pimped. You are paying an actress to perform on camera. It’s a fucked up thing but it puts the power in the females hands apparently. Incest is illegal because of the biological byproducts which cause defects in children.
In almost any case between consensual adults. The only real limitation I put is between two family members which are fertile, purely because there could be some f***ing up with the DNA. If neither could get pregnant, it’s fine with me.
