Well, before you put theories out there, lets look at what happened, when.
The biggest shift was a huge drop in 1 partner only, from the 80's to the 90s. There was also a drop in virgin, which has continued since. There's been an increase uptick in over 10.
The latter is probably the increasing normalization of hookup culture for women in the last 10-15 years.
But the bigger trend is the first one: large numbers of women going from 0 to 1, to a few partners. That's not hookup culture. I'll throw out this as a hypothesis:
People are getting married notably later. It used to be pretty common to get married straight out of high school. Most women now expect to be in the workforce, and large proportions of them require post secondary schooling first. More years pre-marriage, more partners, even if you're only having sex with very serious boyfriend. A lot of women were marrying the only guy they seriously dated after age 16. That's true far less often, and a trend that took off from the 80's onward.
Because we have effective birth control and prophylaxis and testing for StDs, so the risk of sex is considerably reduced. And people are delaying marriage into their mid-20's. In the US both young men and young women are having less sex than they did in the 1960's.
so why is everything but the virgin/1 partner has gone up since the 70s?
Maybe it's the same reason fewer people are in church? In larger cities there is no longer any social cost for non-conformance, whether in church attendance or sexual activity, so people just do as they please.
