How much younger and where? Some states in the United States, for example, have something called "Romeo and Juliet Laws" which allow for underage sex if both parties are within a year or two of each other, with an absolute minimum age limit in place. Some states have no such law and anyone under 18 is a no-go for any reason.

Does just sitting back and letting a kid do what they want sexually count as illegal? Yes. Yes it does. Because you know what's happening. You have a responsibility to stop it. If you don't, that's entirely your fault and can (and should) be held accountable.

Depends were you are and what laws are. Really should just look the law to were you live on it. I it's wrong if the age gap is to big. Little is like 3-2 years difference which to me would be sorta okay longs if there both mature and one wasn't just praying on the other for been younger.

In Texas, we have a Romeo and Juliet law, basically, your allowed a three year difference untill you or them turn 18, after they or you turn 18, you can't fuck em anymore untill they turn 18(that sounded really vulgur... my bad) so... a 17 year old can have sex and have a relationship with 14 year old. HOWEVER... If the parent or guardian of the 14 year old decides "oh hey... that's basically an adult fucking my almost teen daughter or son... that isn't right" then they can take you to court and your life will be ruined. Anyways, look, evelutionary, humans are most fertile at 13-18, this means that it is a biological right to have sex while at that age, no matter how old that person's partner might be, that doesn't make it ethical but, evalutinarly, it makes sense.

I don't think so. If they are both underage, not sure if there is a law for that. You can't arrest a 5 year old that let another 5 year old touch his pp.
