Otherwise, I don't mind guys looking so long as they at least try to be discreet about it, it's a little uncomfortable when someone is straight up staring at your cleavage. In any case, they shouldn't mention it to me unless something sexual is going down.

Depends on who it is. If it's a boyfriend then saying "you look hot" or something similar is nice. If it's a random guy then a quick glance always makes me happy. If a guy is chatting me up though the first compliment shouldn't just be about my breasts.
