Secondary instead of primary sexual characteristics. There's less screeching from the moral guardians for showing breasts. It gradually becomes associated in the cultural zeitgeist with being more acceptable, and eventually becomes that way. You aren't allowed to show genitals, unless you want to rise the age restriction on your movie/TV show.
And usually its not necessary to show genitals to bring the point across that the people are naked (for whatever reason).
I'm not sure why either with society being what it is. Because a minority portion of the world can only think of the body in a sexual way and not just as a natural thing that it actually is, but the boobs and ass are considered less sexual than the penis or pussy which is why we see tits and ass in movies but seldom a dick or pussy.

Breasts are not privates. Privates are the middle of the body for guys and girls. So because people usually look at the face and not at the middle, the breasts can tease eyes lower
