To attract attention. To show how their bodies look. Im not sure what girls think if. But i know as a guy when i look good and i have all of the right curves and im toned i like showing it off. I will go topless. I will wear underwear that shows off my package. I am attractive and i want to show it. I would imagine some girls like doing that too especially if they look great in a certain outfit.

The topic of breasts being sexual seems to be very controversial ngl. I asked my friend (cuz she gay) and right off the bat she was like "no, breasts aren't sexual, but MEN oversexualize them" meanwhile she the same person who told me "boobs are the greatest thing in existence" so... Coz most girls might be comfortable wearing loose shirt which could show cleavage but I guess they don’t it intentionally to attract attention. But this doesn’t apply to al girls as there are attention seeking girls too.
