Like i said i am grasping at straws here, but even though it still doesn't seem likely to me, it does seem inside the realm of possibility that taking that step could be scary and could make a commitment to you seem more real and he could be having doubts about whether he has played the field enough or if he is missing on something or if he is making the right choices etc.

Like getting married, people get cold feet, a person can be totally into it and really excited before hand but when its actually happening it can be overwhelming.
