Not at all, it's not a picture of what a proper bikini is, it's simply proof that all bikini bottoms show buttocks and most of the women at that beach should've gotten tickets too because everyone could see their buttcheeks. The law doesn't say "partially visible" is ok, it says NO buttocks on display meaning women should wear shorts over there...
