I was looking through my Dad's bag cause I forgot I left my headphones in there yesterday and I used a few condoms in there.
He could be cheating. I'm not sure.

He might be using them to have sex with your mom. When I was younger, I once found condoms in the drawer of my fathers bedside table. Since they were there in the bedroom, I concluded my parents used them.

If you're not sure, if they only reason you think he might be cheating is because of a few condoms, I don't see any ground to take further action. And even if he is having sex with other persons, it could be that he does that with your mother's consent. Bascially, it's none of your business. Sometimes it's better not to tell what you know.
