I've turned down sex - ostensibly "free" casual sex - from crazy chicks before, because those chicks can ruin your life. One girl was super clingy and she obviously used sex to get close to guys, but quickly those guys would run away because she was so smothering and needy, and she would stalk them and try to blackmail them into a relationship, causing problems with their friends and their jobs and their parents and anything else she could think of. And when those guys ultimately didn't agree to the relationship, she'd start all over again with someone else.
The other one that comes to mind was a girl who'd had a miscarriage previously and wanted a baby, and was in her mid-late 30s, and she was looking for a baby-daddy. She'd locked on to me as a likely target, but I could tell that something was off about her, and kept her at a distance, and asked a female friend to talk to her and find out what was up. And, yeah, she was desperate for a baby and so she was looking for likely guys who would knock her up - but she ultimately didn't care about the guy - just a kid. Of course, that's exactly the kind of woman who would happily destroy a man financially in order to finance this child that she wanted but couldn't afford on her own.
I had learned my own lesson about avoiding the crazies just out of high school, and fortunately, that girl was relatively harmless even though she tried to manipulate me for a while. It prepared me to notice and avoid the much more dangerous crazies I met later on.
As my post here indicates, no, the warning does not just apply to serious relationships, but also to casual sex. Sure, sex with a crazy girl can be hot and wild and amazing, but the cost can be very, very high, and some of my guy friends had to learn that the hard way. One lost a job and had his car keyed and had his dog go missing, and while the dog thing could never be proven to be her, no other explanation was likely.

Honestly, the ones I dealt with have been pretty mild. Some of my guy friends dealt with girls who were WAY out there. As in, called the police and filed false reports of rape (he was at work, with 40+ witnesses that he couldn't have been where she said he was), or stole a car, or stole his ATM card and drained his account, etc. And I had a girl at work tell me about a girl she knew who got broken up with, and so she went and got the guy's name tattooed across the top of her chest, because surely he'd have to take her back then, right?
Been there done that too much and it can get expensive too. My crazies have been feminists and one closet lesbian. These women were sharp and single, unattached. That should be clue enough except when your dick makes you clueless. Damn f-n mating dopamine, that shit turns your brain and common sense off.

It's rather true. Crazy tends to bring all sorts of other problems with it afterwards because normal women get attached after sex or they were becoming attached before it, which is what led to the sex. It's best to avoid crazy because it only brings about trouble.
I am waiting until marriage before having sex. I'll know by the time marriage even comes into the chat whether or not she is crazy. I will not propose any sooner than 2 years, preferably 3. By then even the most deceptive person cannot hide who they truly are because I have very good intuition.
@Asker To answer your update, it applies in ALL situations dealing with women, whether serious or fling. It take ONE encounter (sexual or not) for a woman to ruin a man's life. True or not, all she has to do is say he did something and he is going to jail or something else unpleasant. Even when his innocence is proven, his life is destroyed or, at minimum, disrupted for a long time.
