I'm a nudist so countless people have seen my flaccid penis. Essentially only partners have seen it erect, but I'm not embarrassed by that either.

I'm a grower so I'm a bit on the small side flaccid, but I'm perfectly fine with that since it stays out of the way while not in use.

It all depends on the context. If nudity is expected, then not at all. If a person were to walk in on my now (nude, flaccid, foreskin pulled back halfway) then yes, it would be a bit embarrassing.

The worse embarrassment would be if that person were to see the transition between flaccid and erect.
