Well, from what my doctor does whose a Female family doctor can only look at my private parts with a nurse assistant, If I had any pain down there, course I would have to show her with my hand, I only had one Family doctor who was a female was Dr. Goss and she did examine my penis and testicles. She flicked the head of my penis to see if I would get an erection or if I had any discharge that could have been semen or urine, also what I was told it's all the doctor and what their policy is, now I imagine female Nurse Practitioners who studied Urology will see all patients Male or Female patients cause sometimes the doctors are booked up and they will examine your penis, testicles, prostate exam and check to make sure everything is okay.

I think most Female doctors have a nurse assistant just to be on the safe side, she wants to protect herself cause Males can say anything that is not correct and cost the Doctor her job, more doctors just examine the Heart, Lungs, Feet, Legs

Well you're quite young but it is definitely no problem. And I think it's a safe behavior to have your male parts checked by the doctor once a year or something so if you're not comfortable with it just tell her. She'll send you to a male doctor where you'll feel fine
