Unless the woman is physically disabled and is unable to insert this tampon by herself, it is not only strange but totally perverted if a guy does touch her intimate area, the genitals to perform such an act that is utmost private.

A guy has strictly nothing to fiddle around the genitals of a woman unless the girl gives her express consent to perform this action.

This is a total lack of even the most basic education. It is demeaning and humiliating for a woman to be touched in her intimacy without her consent. It would also be a reason to press charges against this guy for not only sexual harassment but eventually also for rape.
