It is not uncommon and can be caused by many different things. Try noting when it does happen and look for a relation to where you are at in your cycle. Lube is cheap and there's nothing wring with having it on hand for when it is needed. If he balks at that, he is showing a lack of consideration for you.
Don't get a silicone based lube unless you want to use it in the pool/hot tub or for anal sex. It makes the clean up later much more difficult. Astroglide or KY are water soluble and clean up very quickly.
