Honestly you are still getting them if am not wrong , as you yourself looks younger. Like puberty young to me.
So from the picture I can make out that while they don't seem to protrude out of your chest as they say perky is.
You'll get there eventually after some time.
And if you ask me they look yummy so don't get sad if I say they aren't perky enough yet.
