Whether something is a taboo is defined by what the current social norms are. It doesn't matter how I'd personally feel about it, if the social norms make it taboo, it will still be taboo. Now, would the social norms change if there was no risk of birth defects? Not very much, no. Fact is, people consider all sorts of different incestuous scenarios as taboo, regardless of any potential birth risks. People are against it even if there is no intercourse. They are against it even if it's just a fantasy in someone's head. They are against it even if the two people aren't even actually related by blood. The risk of birth defects in offspring from two cousins is not any higher than all sorts of risks involved with two non-related people having a child. Yet the two cousins having sex are considered wrong. Child or not.
There's many valid arguments against all kinds of incestuous scenarios that can and should be made. But there's also all sorts of incestuous scenarios where it really should be none of anyone's business. Bottomline is, a lot of the arguments against a lot of incestuous scenarios are kinda wishy-washy. The real reason why people are against most incest is because it weirds them out how it makes them feel when they imagine being in that scenario themselves.
Actually that's more myth than facts got to love those that cover up true historical facts trust me when I say this in some countries siblings have intercourse is normal in their culture in the west we stick our head in the sand crying the kids we must protect the kids not realizing that one day the kids will be the adults still believing all the myths and bs they were sheltered from, never lie to your kids about life it anything they will find out and prepare them to go out and have the realities of this world why must of you haven't left home yet at 40
