Of course. You can say no to anything sexual that you don't want to do. If you're willing to do something else sexual instead, then it's probably good to offer that rather than just saying no, but if you don't want to do anything sexual you absolutely have the right to just say no.

Depending on the guy, he might get upset about it, but if he's a decent guy that actually cares about you, he'll respect what you want.
