Dick pictures are not the issue
The issue that you are referring to is called sexual harassment
A picture of a dick has nothing to do with sexual harassment that's a far stretch

If you're trying to promote an idea do it in a different manner don't insult a man's intimate area to get a point across.

You didn't mention sexual harassment, you mentioned dick pics. Making something illegal is a BIG DEAL, and will have far-reaching and often unintended consequences - it's never something that should be taken lightly, and requires being very specific and very clear. In your case, there's no reason to make anything illegal - there's nothing wrong with dick pics. All that needs to happen is better enforcement of existing laws.

But tbh we can do away with this issue if we take the time to educate our children in proper sexuality practices such as flirting and educating them in respecting boundaries of other people around them both women and men. If they had a proper way to flirt and engage in sexual practices then unwanted advances may never be performed. Not all dick pics are unsolicited. So I'm going to adress strictly unsolicited dick pics. There are two plays in here, one is you can not (or at least should not) gender a law so the law would address all genitalia so a drunk nipple shot to a friend would illicit the same criminal response as a dude getting off on sending out his junk, same act legally therefore same penalty.
The other factor at play is errors and hacking. Not everything sent from your phone or computer goes to who you intended it to, we've all accidentally hit reply all, pressed the wrong contact, etc it happens. Further not everything sent from your accounts originated with you, we've all accidentally left our computer at work open, or our email or Facebook has been hacked and if we are talking criminal charges this opens up a huge vulnerability that a potential enemy could exploit, person at work wants your position send a dick pic, etc. In short it sounds great on paper but it isn't practical.
