Sometimes what you want is not the best for everyone. Sure most adults wouldn't mind being able to have sex in public witgout chances of getting caught and spending some time in jail. Imagine all the lawsuits about people being pedophiles and such just because a parent walked by with a kid and they see you having sex.
Personally I feel that sex has been pushed far from its roots. In the olden days it was not uncommon to see people naked or having sex. You could go to places to have sex legally. People were open about their sex and sexuality. People learned from a young age what sex was and they did not magically become scared for life just because of what they witnessed. Somewhere over time sex and sexuality has become taboo. You really only talk about it privately or over the internet somewhat annonymously if you desire. However outside of that you will never hear about it unless from a friend or family member. Society has no problems with innuendos and partial nudity in all media and advertising but got forbid anyone sees breasts or dicks, or any form of sex anywhere but on the internet or the occasional film.
I do not think sex should be taboo, because sex is natural Plus it is really only the backwards prudes who find sex wrong and unnatural

Public sex is only legal in places or countries that allow it. Public sex becomes illegal when you do it in say a grocery store, mall, movie theater, etc. since these places do not allow such behavior (if caught you can get arrested for lewd acts and indecent exposure). The same can be said about masturbation in public too (exhibitionism). Having sex or masturbating in the woods, at a deserted beach, etc. where no one is coming or can be seen could be legal. Unless you do get caught of course then it is illegal. But from what I've heard most of these acts are taken late at night so there's less risk of being caught. Unless you live in a country that allows public sex then you won't have to worry about that.

I'm of two minds on the issue. On the one hand, I think people should be as free as possible, and that includes being able to have sex wherever they like.
On the other hand, I would worry about children being exposed to it. While I might disagree, it could negatively impact the way their parents wish for them to be educated about sex. I'm not really on board with that.

tbh as long as the public sex doesn't get seen by children or those who didn't concent to observing it then yes... but hey if it was made legal where would be the risk? it would not be as much fun as no risk of getting caught lol :) :D :P
It's not about what you do, it's about how your actions effect others. I've been to a street fair that allowed sex and yes it was sexy, but everyone there knew that those kind of activities were going to go on, children were not allowed in and people had the choice to not be involved. Public sex is imposing your acts on others who did not consent, may not want to see that, and certainly may not want their children to be exposed to that.

There should be some common sense applied to the legality of it. Having sex in a crowed train station or on a plane in front of people yes but say in an empty open field or beach at night where no one can see you isn't worth of troubling our legal system.
