Well first off, it's not the same because breast size doesn't have an impact on physical sensation during intercourse, but penis size does.

Regardless I don't support bullying for any reason.

  It's still a body part though, boobs have been sexualized and are used for sex so I do disagree but overall it's still wrong to do so. It's like the not calling a girl fat but able to call a man short

  If a woman has small boobs, does it mean the man doesn't feel any sensation during intercourse? No? Then it's not the same, because if a man has a micropenis then oftentimes the woman can't feel any sensation during intercourse. Meanwhile, 99% of men can still feel pleasure and orgasm during intercourse with small-breasted women. The fat vs short thing is a more valid comparison, especially since most people can control being fat, but people can't control their height.

  Clearly you haven't heard of boob fucking lol you can't do that to a girl that has small boobs.   You can't boobfuck but you can still engage in intercourse which is the main part of sex for most people. Breasts are like an appetizer and penises are the main course. It's super entitled to act like they're the same. It's like saying that a man not getting an appetizer, but still getting the main course (intercourse and orgasm), is equivalent to a woman not eating dinner at all.

  And just cuz a small penis can't give more pleasure than a bigger one doesn't make it ok or justifies it. People shouldn't be getting made fun of for their body or for what they have, everyone is given different sizes so the fact that you think it's acceptable to make fun of them because it's less pleasure is extremely fucked up and shallow as shit. It's like if I made fun of an autistic kid for not being able to think as much as a normal kid

  People absolutely do make fun of women with small boobs. Saying they look like little boys, aren't real women, have mosquito bites, flat as a board, etc.

  @mistixs I never noticed. I have small boobs. Sometimes I think I look like a little boy, but I consider it a fair trade off for not having back pain caused by big boobs. A titty is a titty. At the end of the day somebody’s gonna put it in their mouth.

  I've seen girls with average and large chests picking on women with small boobs. I've also seen and heard guys male fun of girls with less than b cups. It's totally not cool. Sadly our society has made breasts nothing but a sexual thing. Dont get me wrong, I totally enjoy them when the times right. But put me in a room with an A cup and a DD cup and yell me to choose one for a date... the winner will be who ever I find most intriguing and characteristic, not boob size. @Mistixs hit the nail on the head earlier though, a small penis will certainly effect the pleasure for the woman during sex. Small boobs won't effect the guy what so ever.

  @TeeSquare that still doesn't make it ok to make fun of a guy for it, he can't do anything about that its what he's given. It also doesn't justify it or make it acceptable it's fucked up and can make a guy kill himself which is why I think it's messed up. No one should be made fun of for the body they were given, just like you shouldn't make fun of someone that's born with one arm.
