A huge amount of women are wearing the wrong-sized bra. I've told a bunch of women that they were wearing the wrong size, and most of them listened and got fitted and were so much happier with the right size and couldn't believe how much more comfortable it was vs their old bras.
Just because she's wearing them doesn't mean anyone has ever taught her how to pick the right size...
This usually happens if she's never been properly fitted.
OR she may be insecure.
Maybe she stuffs her bra, a lot of girls do. I wouldn't think wearing a bigger sized bra is comfortable however finding a perfect fit is also a challenge, so it could also be that.
Maybe her nipples are sensitive
also some bras are made to not cover your entire breast just support by bottom
