1. Most houses have locks on interior doors. If you lock the bathroom door before you begin to undress and it remains locked until you are out of the shower and covered with a robe, then how can they spy on you? When you are in your bedroom hanging clothes, why is your bedroom door not locked?
2. When boys reach puberty, they have an overwhelming desire to see a naked female and you are the most accessible to them. 3. If you do not deal with this now, their behavior will probably get worse. Tell them that you are aware of what they are doing and that you will tell your parents if it ever happens again.
May be they are too little and they think of you as their mom too and don't see anything wrong in it. But if they are in teens, pre teens they might need some help. Talk to your mom.
In many cultures elder sister is considered as a mother too and elder sisters take care of their younger ones as their mother. So this could mean nothing or this could be serious. Talk to you mom.

Depends on age. If they are younger than roughly 7 (give or take) then they cannot yet comprehend that it is wrong. If they are older then it is an issue. Either way I would still tell your parents and let them handle it. At younger ages, boys tend to be more curious about girls than girls are about boys.
