It depends. Have they lived? Have they worked through adversity? Accomplishments on the own or their parents coat-tails? Are they a one-trick pony (nobody cares about your high school accomplishments). If they haven’t experienced these things, they are still young adults and don’t get the ‘badge.’

I think it depends on the maturity level.
Yeah, your still going to do some crazy things but your supposed to. Hell, I still do crazy stuff like jumping out if perfectly good airplanes. Just think of the consequences before you act. Then accept them when they happen.

If you are in college, living off of your parents, you're very likely not being an adult. If you are responsible for your own life or another, that's very adultlike.
