To answer your question, its partially true, there are two main reson behind it

1- being skinny means less pelvic fat and pubic fat, which means the base of penis is not hidden under skin and fat, which makes it appear about 1-3 inch more bigger than normal penis

2- its about our illusion of measurment and proportion, human brain always compare things, so any 8 inch dick on 6'5 hunk guy would look normal, but a 6-7 inch penis on skinny 5'7" will appear as bigger than normal

Yes, I can confirm that it is true.

When I went down to 9% body fat, I effectively gained about half an inch in length because of all that lap fat going away, and I wasn't even overweight before that.
That foopa is definitely a thing that gets in the way.

Nope. It might look bigger simply because he is so skinny (like a backpack on a 10-year old looks a lot bigger than the same backpack on a 20-year old). Now, bald guys . . . as in naturally bald guys. . . the same excess hormone in their body that makes them go bald in their 20’s is the same one that makes their penis grow during puberty. And no, I didn't make that up.

Effectively yes, since body fat builds around the base and buries it. Ultimately penis is attached via ligaments to your bones so if you add a lot of fat you’re burying your dick.

nope. it may appear to be with some but that is just because not as skinny guys have mire body fat and some portion of his junk will be hidden under/in that fat.
