The biggest reason: there is more of a stigma towards women on overtly sexually expressing themselves in public. They get judged and might be assumed to be a ho or some other deviant. That is what many women think, so they suppress themselves. It's true though.

With men, it's more accepted/expected and seen as male behavior.

So women usually suppress that until they are in a committed relationship. There's always exceptions, but the are uncommon

In all seriousness, I think a lot of women like to tease/play games, let the guy figure it out. Just like they say “I’m fine”, and expect you to figure out that they’re not and exactly why they’re not fine and go buy them some flowers.

They don't have to because of the number of thirsty men. When you have self control, women will have the time and space to make a move. They will also be unafraid of being sexual because they won't worry you will jump on them.
