It's impossible to know exactly what his is thinking, but I get the impression he would like to take your virginity, but he would like to do other naughty stuff if you're not ready for that. If you like him but don't want to lose your virginity yet, you could say you'd like to get naughty, but you're not ready for intercourse. Communication is important so there is no confusion.
