I don't consider that half-naked.
When I jogged or walked around last summer dressed that way, I heard some people say the following as I approached and passed: 1. Old man: "Geez! Is that 'disrobed' lady trying to give me a heart attack?" 2. Old man who got in my way: "Young lady, why do you run around practically naked?" 3. Old woman: "Shame on her for parading around half-naked like that!" 4. Old woman: "She ought to put some clothes on." 5. (Probably) a middle-aged woman: "She's just showing off! I wouldn't go out of the house looking half-naked and all even if I had a body like that." 6. Young mother covering her son's eyes: "Honey, quit staring at that woman!" 7. Old women: "What has happened to this world we live in? Since when has it been allowed for people to run around tiny clothes like that?" 8. Old man: "Shame on those clothing companies for coming up with skimpy clothes like that!" 9. Young boys: "Get your phones out! That half-naked chick's coming!" 10. Young man talking to another man: "Sweet Jesus! I'd love to lick all that dripping sweat off her half-naked body!"
They think I don't hear them just because I have earpods/airpods on.
I mean, it's technically more than half because that clothing doesn't even cover half of her entire body. It really covers like 1/4 of it. So she's more 3/4 naked.

That depends upon one's definition of what constitutes "half".
If you are talking in terms of percentage of total skin area, the model in the picture is obviously more than half naked.
If you are talking in terms of the coverage required to meet typical indecency laws, she is certainly covered well enough to pass muster.
Then there are those who will just use the phrase idiomatically to describe anyone who is not totally covered in "modest" clothing.

I'm going to say no with saying that it depends on the type of attention you want to receive, my recommendation is keep this type of outfit for the gym or at home unless you are looking for the attention. I think most people have adjusted to outfits like this but to me it still has a slightly suggestive feel and I personally don't support men going topless during exercise either

Well you can say so, it's called showing a lot of skin... A man who is shirtless and half naked is not considered bad cause a man's chest is just a chest "non sexual and not private" unlike a girl's boobs which are considered "private parts and sexual"...

I think it's a term coined by protective fathers or jealous boyfriend's as a nice way of saying you're making them feel some kinda way. I think half baked is when your boobs are totally exposed, same as men .

To be "naked," you have to be at least topless or in your underwear. So if she was wearing just a bra and panties, then yes, but this is acceptable clothing for outdoors.

When people say someone is "half naked" it's often meant with disapproval. I don't think there's anything at all inappropriate about what that girl is wearing. It's functional workout clothing.
