Of course. You can see for yourself- take a condom and slide it over your hand (they're really quite stretchy, but if that's too far, just slide it over a few fingers), then run that hand over a variety of surfaces and objects to see how they feel. Then do the same with the condom removed. A penis isn't quite as sensitive as a fingertip (while, in most ways; nerve signals are complicated), but you'll get the idea.

It does feel different for sure but either way I liked it because with a condom I lasted longer due to insensitivity and yes it feels great with out and sadly end up cuming after a few minutes but I'd rather be safe with my sexual adventures because sti's can still be passed.
