It's not safe to leave a girl outside when her father uses the men's room. She likely won't see a penis anyway. If she does, she won't be scarred for life, and the guys penis won't fall off because it's been seen by a girl. The girl's safety is the more important issue.
I think it's fine to bring her in. Women bring their boys into the women's. And it's highly unlikely she would see anything. She would have to be standing right there and directly looking, which isn't likely. Especially if you tell her to wait at the sink or something like that.

I've also used a ladies before with my daughter, that is often the best solution and blokes toilets suck dead dogs.

Well With how crazy society is you can't just leave your children unattended. I think it would be best to take her to a family one if possible. But no options then take her to a stall lock her in with you so you have close eyes on her do your buissness cover her eyes both coming and going.
From the perspective of the other guy in the washroom: if a guy walks into the mens room and sees a man with his young daughter is it ok for him to just use the urinal with his penis exposed (there were no privacy barriers between the urinals and he was just minding his own business) with the daughter of the other man having a full view of his penis
I would say so just do your buissness and go. Try to understand the fathers dilema.
as long as your not purposely showing it to the poor girl. Hopefully father covers her eyes. If not he will have a lot of questions. I dont think its a comfortable situation but if you do your best to avoid staring I think it should be ok.

Yes, it is ok. he needs to protect her until such time that she grows into a proud strong feminist who doesn't need a man. But, until then, he needs to bring her into the men's room
