I would think that she wants some attention. Obviously it MAY go beyond that, but often, she really just wants some attention/validation and nothing more. Sometimes she actually wants sex, and sometimes she actually wants to date or be in a relationship - but mostly, it's attention.

It really depends on how I know her. I'm a nudist and I have friends that are nudist, and while they don't make a habit of sending nudes, I do get some beach selfies, which usually get a thumbs up emoji in response. If its a friend who is not nudist, but knows I'm nudist I might see it as part of testing the waters. If its from someone who has no clue I'm a nudist, I'll think its fishing.
