You need to get on the pill or some kind of birth control. If you are worried about STDs, you should both get tested. Then you can engage in actual sex.
Latex allergies are a thing you can test it by rubbing one on him they breack out on meat contact with the substance. There are alternative materials out there it just a matter of finding one he doesn't react to.
Rubbing a bunch of condoms on him without his permission may piss him off if he doesn't consent to the tests.
