I caught him staring at my clevage and dress two days ago as I wearing a deep neck dress. My dress was long and I saw him look at my feet too. While I was waiting, I saw him sneak through to look.
Today, I was wearing a medium length dress with stockings yet I caught him looking around my legs/bottom area.

What does this mean? Is he a creep? Or is he lusty?

  Spanish cashier at my local coffee shop fancies me and was looking at my cleavage and he even went ahead and asked me to meet up with him after 8pm as he finishes work at 8 pm.   I assumed he was a stranger. If you know and like the guy he could just really attracted and into you. If he indiscreetly checks out other girls while he's with you it's probably a red flag.

  He ass a stranger who used to stare at me a lot. He was a cashier at a coffee shop. He began making small talk so we got friendly. Then became nice towards me we exchanged numbers as he asked me twice.
