Attraction to men (by women) is much less often about the compartmentalization of body parts. Some men (not all) may be aroused by a completely random close-up photo/image of a woman's body parts, of a woman they don't know. (Maybe no, maybe yes, depends on the man.) But female attraction to men is less based on this. They typically don't like it out of the blue, out of context when they are psychologically prepared for it, and less so with strangers.

But in your example, let's assume 1. That he is your man, not a stranger, you know him, and are comfortable with him. Or very attracted to him, and just started dating him.
2. You generally find him attractive.
Then a lot of females (most females?) would say it's not seeing his soft penis that is the big turn on. It's seeing his entire naked body. (Or, if he wasn't coming out of the shower, it's some other context, then seeing parts of his body.)
Women's sexuality is based more on the whole. And comfort level. And wanting him as a person - his personality, demeanour, etc., not just his body.

Some might also say, "Yes, seeing it puts ideas in to my head. That gets the motor running." But in a very general way, it's not the penis, but everything that he is that is the turn on (or not.) Having your man naked is an opportunity. And how excited you get, and if you're going to act on it, is dependent on how long you've been together, how big your sex drive is, what the current state of your relationship is at that moment, etc etc etc.

Most females are more interested in seeing an illusion of nudity (like a towel covering him, knowing he's naked underneath it), than full nudity. It's like easing into warm water, that's neither too hot nor too cold. (Although those can be fun too.)

Him being soft is not a turn off. It's neutral or a plus. Because we know, in most cases, how quickly we can make it hard. That's a fun game too.

I don't get turned out by the look of a dick alone, be it hard or soft. I can from feeling a hard dick though, if he presses me against it for example. But seeing my man, body+face, coming out of the shower can turn me ;)
