It would definitely be 100% effective; then the penis would just be for sex. Would also probably keep you from getting any STD. I had a Transurethral Resection Procedure, TURP. This is the opposite of what you're suggesting, where it removes part of the channel for sperm to be released through the penis and reroutes it through the bladder.
