If that girl is 5'11", she's in the 180-200 pound range. Clothing stores would almost certainly consider her "plus sized." I would call her overweight, but not "fat." She carries most of her weight in her hips/ass/thighs, but she has minimal belly, minimal arm fat, etc. She would look much better if she was 20 pounds lighter, but I still wouldn't call her fat.

(To be clear, this is coming from a fat guy. I know what fat is.)

She'd be called "Thick." (Like "plus-sized," but really big in only one area; which on her, happens to be her booty/thighs.) She's not fat at all.

"If her stomach is still flat, she's curvy, not fat." The TRUE difference between plus-sized, thick, and BBW ladies.

To be honest, She's neither fat, nor +sized, but, If I was going to label someone for the crime of having bones in their pelvis, I'd say +size. This lady isn't overweight.
