Absolutely necessary? Not at all.
Unlike in porn, there is no standardized process for engaging is sex.
Oral can be part of foreplay, but it doesn't have to be.

Yes, but ONLY in the states that allow it. I think about 14 or so states have laws against it.  They call it "sodomy" Rape, murder and arson are OK, but they really crack down on oral sex.

It's all about what both parties are into. I'm not terribly into receiving oral but enjoy giving it immensely, so I prefer to give head every time but not receive often. To me, recieving oral is definitely not a necessity. In all honesty, the physical pleasure I get from blowjobs isn't really that great. Of course I still enjoy it but it's mostly a way to increase the mood for me.
